Introduction: New Directions in Water Resources Research Allen V. Kneese* T .his volume consists of papers presented at the Western Resources Conference, held in Fort Collins, Colorado, in July, 1965. In many instances the papers have been substantially revised and edited; nevertheless, they reflect the quality of the Conference and we hope that they will communicate to the reader some of the excitement which the participants felt. The Conference could look back upon and reap the fruits of several years of vigorous research activity on problems of planning and managing water resources—the problems around which it was centered. A significant current in this stream of activity was the Resources for the Future program of staff and grant research. By 1965, this program had reached a point where the outcome of some major projects could usefully be summarized or important early results reported. For this reason. Resources for the Future joined with the University of Colorado, Colorado State University, and the Colorado School of Mines in sponsoring the Conference—the seventh in a series that has come to be a respected institution among the many scholars and others interested in resources research and policy.^ Of the twenty-six papers in this volume, fifteen report on RFF staff research or grant research wholly or partly sponsored by Resources for the Future. * Director, Water Resources Program and Quality of the Environment Program, Resources for the Future, Inc. 1 Books resulting from the first six conferences in the series are listed at the end of this Introduction [ref. 1].
