THIS book has several stylistic features: We have sprin- kled questions and answers—in the form of "Myths and Realities"—throughout the book to place in brief per- spective many of the issues raised. We hope they are useful in gaining insight into the real Washington. At the end of several chapters we have included in slightly smaller type "postscripts" that contain material often re- served for an appendix. Yet the information is important to a complete appreciation of the issues developed in those chapters. To assist the reader and to avoid the inconve- nience of moving from text to appendix and back again, we have chosen the postscript medium.
