PREFACE
Prior to the fifth River Basin Management Conference in Rovaniemi, Finland there have been conferences at three-year intervals in West Germany, the USA, England and Brazil. The next conference will be in Portugal in 1992. On behalf of the Finnish organisers I would like to thank the lAWPRC and the Study Group on River Basin Management for granting the conference to Finland.
During three days five sessions will be held, in which over 40 papers will be presented. In the two-day postconference tour, participants will become acquainted with Finnish Lapland, with the use of its rivers and with nightless summer.
Sessions are divided traditionally into such important themes as management, monitoring and modelling. Impacts of agriculture, river regulations and practical management methods are current topics in Finland too. Everywhere the opinions of ordinary citizens have become more and more important in water management and decision-making. The division of the available papers into sessions has been determined by both the content of the papers and the timetable of the sessions.
Today we live in a rapidly changing environment. Problems such as airborne loadings, which do not recognise the frontiers of states, have already attracted scientists' attention to new tasks even in North Finland.
The conference papers have been published as a book for the start of the conference for distribution to participants upon registration. That is why the timetable for the authors has been so tight. Apologies are in order to them for this rush. The papers of the key speakers, discussors and poster presenters are not included in this book.
On behalf of the organisers I would like to thank the authors, the key speakers, discussors and poster presenters very much for their invaluable work. The members of the Programme Committee have made their much appreciated contributions to the preparation of the programme. The local organisation committee, with the help of the sponsors, have done their very best to combine the scientific programme with a diverse social programme to show the conference city and Lapland to best advantage. Numerous other contributors - including the office of the lAWPRG in London - have done their best to make this conference successful. It is my privilege to thank warmly all persons and groups mentioned above for their valuable work and kind help.
