PREFACE
The selection of articles in the present volume was compiled from papers published
in the 1985 issues of "Pedagogical Review". The 12 monthly issues encompass an ap-
proximate total of 1,280 printed pages. On them, more than a hundred studies deal with
the theoretical arid practical questions of pedagogy, of education and teaching, with the
topical problems of education policy discussed, and new results in pedagogical research
and important articles on the history of education presented. Articles about domestic and
international public education efforts and consultation are published and, the number
of reviews dealing with new pedagogical books is around fifty. Consequently, in our for-
eign issue, we can only give a digest of the most important topics, in the form of short-
ened, rewritten articles.
This is the fourth volume published in Russian and English. Our first bilingual pub-
lication was prepared from the 1982 issues. In the previous volumes, we published the
most important statistical data on Hungarian public education, reviewed the activities
of the Ministry of Culture and Education and of the central pedagogical institutes, as well
as the most important pedagogical monthlies.
We also believe the contents of the present volume to be important. Several studies
deal with the last 40 years of public education in Hungary. The reader is given a compre-
hensive picture of the principal stages in this process (from 1945 to 1985), of the relation-
ship between education and the economy, changes in our image of an educated person,
the development of the science of education, that of teacher INSET and the direction of
public education, as well as the results and problems to be solved.
In 1985, a series of studies on the theoretical and practical questions of the school
education of the talented was started, and that is to be closed in 1986. The writings pub-
lished in this issue give information about some important factors in that debate as well
It was in 1985 that the Ministerial Council adopted the new Education Act, which
will become law in September, 1986. We describe some important new characteristics of
the law; summarize the 1984/1985 statistical data on Hungarian public education, as well
as the activities of some of our institutions.
Our editorial work is effectively promoted by the remarks, feed-back and sugges-
tions received from foreign readers. We highly appreciate receiving new pedagogical books
and monthlies on which we can publish reviews in the Pedagogical Review. We are de-
lighted if foreign readers, by reading our English and Russian volumes, gain an interest in
Hungarian public education and the science of education in Hungary.
