PREFACETo commemorate the 25th anniversary of Austria's permanent neutrality, the Austrian Institute for International Affairs organized a Conference on Neutrality and Non-Alignment in Europe at Schloss Laxenburg on October 9 and 10, 1980. To the organizers, the reasons for choosing this topic seemed obvious. Austria, Finland, Sweden, Switzerland and Yugoslavia are often mentioned in the same breath as the major European countries that do not belong to either of the two military alliances opposing each other on the "old" continent; together with Cyprus, Liechtenstein, Malta and San Marino, they have formed the "n+n" group within the framework of the Conference on Security and Co-operation in Europe. And yet it is amazing and distressing how little not only ordinary citizens but also foreign policy experts in each country know about the neutrality and/or non-alignment of the others.In any event, the 1980 Laxenburg Conference, to the best of our knowledge, was the first of its kind.
