Preface
The present volume contains the proceedings of the Symposium on Combating International Terrorism: the contribution of the United Nations, ji„,
held at the Vienna International Centre from 3 to 4 June 2002. The Symposium was organized by the Centre for International Crime Prevention of the United .-ji
Nations Office on Drugs and Crime (formerly called the Office for Drug Control and Crime Prevention), pursuant to resolution 11/1 of the Commission on Crime Prevention and Criminal Justice, adopted at its eleventh session, on 25 April 2002.
In that resolution, the Commission requested the Centre to prepare, in consultation with Member States, a programme for the Symposium. The selection of the themes and sub-themes of the Symposium, as well as the selection of experts to participate in the panel discussions, was conducted through an elaborate process of consultation. The expanded bureau of the Commission, consisting of the bureau of the Commission, the chairpersons of the regional groups and of the Group of 77 and China, the representative of the Presidency of the European Union and the representative of Austria, held meetings on 29 April and on 8, 14 and 23 May 2002. Specific meetings were also held with the regional groups, at their request, and with interested representatives of Member States. An organizational meeting was held on 31 May 2002 between the Chairman of the Symposium and the chairmen of the five panel discussions.
The Symposium was attended by 101 States, 10 intergovernmental organizations, 6 non-governmental organizations, high-level representatives of the Secretariat of the United Nations and personalities from Member States serving as panellists. The outcome of the Symposium was reviewed by the Commission at an intersessional meeting held on 12 July 2002. The views of the Commission, as summarized by its Chairman, were as follows:
"The Commission takes note of the Symposium and expresses its appreciation to the Government of Austria for its initiative in initiating and supporting the Symposium and for the pledge made, as well as to those Governments that also made pledges to the United Nations Crime Prevention and Criminal Justice Fund, to support the efforts of the Office for Drug Control and Crime Prevention in preventing and combating terrorism, and to all participating countries.
"The Commission takes note of the report of the proceedings of the Symposium prepared by the Executive Director.
"The Commission invites the Secretary-General to consider the report of the proceedings of the Symposium when finalizing his reports on the implementation of General Assembly resolutions 56/123 and 56/253, as well as the recommendations of the Commission made at its eleventh session.
